Uli Grötsch has been the first Parliamentary Commissioner for the Federal Police Authorities since March 2024.
His role is to investigate and uncover structural deficits and negative developments within the Federal Police, the Federal Criminal Police Office and the German Bundestag Police. The Commissioner is also a point of contact for individuals working for these federal police authorities, as well as for citizens impacted by police misconduct. He represents an independent office within the German Bundestag, operating free from any directives.
An auxiliary organ of the Bundestag
The Parliamentary Commissioner for the Federal Police Authorities is elected by the Bundestag as one of its auxiliary organs for a five-year term. The Commissioner is independent in the exercise of his or her office and bound only by the law. Their core tasks include looking into submissions by citizens or employees of the police authorities on possible misconduct by police officers from the Federal Police, Federal Criminal Police Office and the Bundestag Police. The office is the first independent point of contact outside the structures of the federal police authorities, created to investigate and evaluate misconduct and structural deficiencies. This new easy-access option closes the gap with existing internal administrative investigations, the options provided by disciplinary and labour legislation, and court proceedings.
Each year the Commissioner submits a report to the German Bundestag and the public on the results of his or her work. The Commissioner takes action on their own initiative or in response to submissions received from employees of the federal police authorities or the public.
All individuals working for the federal police authorities are able to contact the Commissioner directly, without going through official channels:
