Edward Snowden had created far less of a stir in the United Kingdom than in Germany. The Committee of Inquiry also heard the testimony from the following UK experts: the Independent Reviewer of Terrorism Legislation, David Anderson; Policy Officer (Technology and Surveillance) for the human-rights organisation Liberty, Silkie Carlo, and civil-liberties lawyer Ben Jaffey.
